This is too true.   Jodie Foster does the intro to La Haine on the Criterion Collection edition, and I think she sums it up nicely what it means in the larger context of film.

Had this movie been made in America, I think, or even England, people wouldn't have shut up about it.</description>

I would have to add Goddard's Breathless to the list, having only just seen this wonderful film.
